So far I have process west stage 1 intercooler core, antz performance pipe kit, xr6 turbo developments 4 inch turbo side intake and battery relocation kit. Next up will be venom cat pipe, injectors and a tune. What else will I need to max the factory turbo? Thinking fuel pump probably. Anything else I'm missing that I might require?

turbo actuator, fuel pump, fuel reg, flapper mod to suit the higher boost requirements etc.

If that's the case, needing mods to the turbo, I might as well just go to a BA/F, FG F6 turbo if the turbo has to come out.

That can be a stage 2 job. What's the BA/F turbo good for on 98?

400rwkw at about maximum, but that's a little out of it's efficiency range.

380 is a good target for a GT3582R.

Definitely valve springs if not already done

Edit

Re-read first post; was referring to valve springs with a GT3582 / 3540, not necessarily needed with baby turbo

Yeah would do valve springs and head studs with a bigger turbo. Stock FG turbo just pull the string and see what happens. Some stock springs do better than others.

You're definitely on the right track. If you're aiming to max out the factory turbo, a fuel pump is usually high on the list along with injectors and a good tune. Depending on your power goals, it might also be worth looking at a stronger valve spring setup, upgraded spark plugs, and making sure the exhaust system isn't becoming a restriction. I'd chat with your tuner before buying too much more—they'll know exactly where the factory turbo and fuel system start to become the limiting factors.

Also, don't get too caught up in buying every available upgrade at once. A lot of people end up spending money on parts they don't actually need for their target power level. A good tuner can help you build the car in stages and avoid wasting money on things that won't make a noticeable difference with the stock turbo.

It's also worth keeping an eye on intake temperatures and overall engine health, as pushing a stock turbo to its limits can quickly expose weak points elsewhere in the setup. A well-balanced combination of supporting mods and a conservative tune will usually make for a faster and more reliable car than simply chasing the highest boost number.
