I would ring them and tell them whats going on. What confuses me though is unless the turbo is siezed there shoudnt be any reason why it wont build boost. Just to bounce a few ideas around,Did you have to adjust the postion of the turbine or compressor housing to install the turbo? Its possible to get the comp housing slightly out or square and jam the turbine. Before you rip it off (if you haven't already) pull the inlet off the turbo and make sure it spins freely. Short of putting a comp wheel in that waaaaay too small i can't see why else it would boost at all?

"With the wastegate fully open its still pushing 17psi!!!"That leads me to believe that its making boost when it shouldn't because if the wastegate was fully open all the exhaust gases would be bypassing the snail...

Or their porting job is crap and that is being too restrictive.Either way the turbo is well and truly off the car, and my car is once again sitting there lifeless in the friggen garage :(

I hope it wasnt just a matter of adjusting the position of the nut on that rod, cos that was almost reachable while it was still on the car.anyways im off to help a mate fit his motor into his brockie, at least it will take my mind off my I <3 Bananas car. In my opinion it would have been better off wrapped around a tree than with .............RED tinted windows... D
